The Voucher Program (tenant-based) offers
rental assistance at a unit the tenant has found within Grand Forks County. To
be approved, the Grand Forks Housing Authority must determine that:

The unit and owner are
eligible
-
The unit meets the
Housing Quality Standards inspection

The lease includes the
HUD Addendum
-
The owner will agree to
participate and sign the HAP contract

The rent is reasonable,
and the family's share doesn't exceed 40% of the monthly
adjusted income
The Voucher size issued to
the family is dependent upon the family’s size and composition.
When the family’s name reaches the top of the waiting list, and
they have been determined eligible, the family must attend a
scheduled Briefing regarding the Programs regulations and the
family’s obligations. The family will have 60 days from then to
find a unit and begin assistance.
The rent amount plus allowances for tenant paid utilities is
compared to the payment standards for the size of the voucher
issued to the famil y, or the size of the unit, whichever is
smaller. If the total exceeds the payment standard, the tenant
must pay the difference. At the initial leasing, the family
cannot pay more than 40% of their adjusted gross monthly income
for their housing costs.
